Project Manager Consultant for Meridian Township, Ingham County, Michigan. My Team verified ownership title, reviewed legal descriptions and sketches, performed appraisals and appraisal reviews, and negotiated and closed with property owners on eleven parcels needed for the development and construction of a one-mile nature trail along the Red Cedar River. All activities were completed per state and federal regulations which was certified by MDOT prior to the construction letting.
In my previous position as the manager of the MDOT Real Estate Section, I was responsible for the programming, status, and financial control of the statewide real estate acquisition program; disposal and management of excess property including railroads; and technical functions of the division. The section is a complex work area which impacts the progress of MDOT projects statewide. I actively managed a professional staff of 26 employees. I was a member of the Real Estate management team and acted as the Development Division Administrator in his absence. This position required a thorough knowledge of employment policies and practices, labor relations, Civil Service rules and procedures, equal employment and affirmative action policies and procedures, training, and supervisory skills. I was responsible for promoting total quality initiatives endorsed by the division and department.
I was responsible for the overall MDOT real estate acquisition and disposal program by formulating, implementing, and administering the following statewide programs through four units of professional or equivalent subordinate managers and staff. This required a thorough knowledge of all Real Estate Section policies, procedures, and practices.
I directed and certified all state and local real estate project activities conducted in accordance with the Federal Highway Administration (FHWA) regulations. I directed and administered the statewide Real Estate Management Information System (REMIS) and the Real Estate Sale and Leasing System (ReSaLe).
I administered all real estate project development scheduling and programming matters and project funding. I managed matters of possession of real estate to the department to meet production schedules. I oversaw all excess property policy and procedure interpretations, all business process improvements in the Real Estate Division which supported the department's quality efforts and matters of information technology development for the Real Estate Division.
I was required to have a thorough knowledge of real estate laws and federal regulations; federal, state, and department laws, rules, practices, methods and procedures; information technology and data system requirements and to plan, organize work, and handle complex work assignments.

Oversee all aspects of the right-of-way project
Select and manage right-of-way professionals
Strategize with client’s staff on complex parcel acquisitions and relocations
Lead status meetings and provide input for successful completion of all right-of-way activities
Act as client’s Liaison with MDOT and FHWA staff, as needed
Ensure compliance with the Federal Uniform Act ensuring funding
Manage project workflows and milestone timelines/durations and adjust, as needed
Always provide the client the project details and status on: plan quality, workflow, professional staff, parcel details, customer feedback, public relations, complex negotiation/relocation/demolition areas, and potential process improvement solutions on project costs, budgets and schedules.
